The Dolphins have signed QB David Garrard. It's quite a step down from the Peyton Manning or the Matt Flynn they thought they were getting. Garrard put together some efficient seasons in Jacksonville, tossing 81 TDs vs. just 50 INTs from 2006 to 2010. But now he's a 34-year-old coming off back surgery. If he's healthy, he's certainly capable of beating out QB Matt Moore for Miami's starting job. But that's a big "if."
